I essentially want to use a Combo of OCR + NER to attempt to identify this, but I'm not sure NER is well suited for this, as it is not natural language, so there is little context to go off of. I was thinking of perhaps using Prodigy, a data annotation tool, to annotate Candidate Names, Races, etc, and perhaps it will be able to learn off of image data alone wheat these fields tend to look like. I use UML quite a bit but it's never really what I'm after, somnething more modern and fluid and gui driven that more people can use. Icepanel [1] looks really cool but I haven't tested it and I'm not sure it really fits my use case. It seems like it's mostly for api driven rpc/grpc/rest services when I kind of want to use it to visualize backend/infra/terraform sort of things. Might be interesting to you.
