I'm not sure it covers all your features listed, but I use PhotoStructure [1] for the 'album' side of things. It's been mentioned a bit on HN, which is where I found it. I had a similar issue with photos/videos and ended up building a cli app to organize everything, it has worked for my use case relatively well, still, there are uncovered corner cases. You can go around some of the extra processing by using other camera apps, for example "Open Camera". It can even shoot RAW photos, so that the least amount of processing is applied to the image.
