Use the free photopea.com. Close the top blue banner, if there is one, by clicking the X. Then load your photo and use the Color Replacement brush from the left tool bar to paint over the area with the new color. Select the new color first, so it appears in the palette at the bottom of the tool bar. For full web games (yeah, I come from the web, so I try to make my family proud), I will recommend PixiJS. It has great support for TypeScript and works very well with Vite.
