I got my passport renewed a few months ago and actually used a company online that can use a photo you take with your phone and add in a white background and such. I was really happy with it. You have to make sure to have nice even light or flash but it all worked out and the passport office accepted my photo no problem. This was the place https://passport-photo.online.
