So I tried several online pdf compression tools, and of these pdfcompressor.com seemed best. It achieved 90%+ compression ratios on the files in question (vastly improving scrolling), allows batch processing (<= 20 files) & doesn't apply daily limits. IDK where its revenue stream comes from, but I hope it stays around! &/ publishes whatever methods are being applied; it's getting far better results than I've been... Source: about 2 years ago
