My own experience from more or less freelancing: If you create an account on a preconfigured server without setting it up on a machine of your own, e.g. On odoo.com / odoo.sh, or cloudpepper.io/ and don't need very specific configurations done, plus are willing to try out and learn a lot (we're speaking about days, not hours, depending on what you need even more than a week) you can do it on your own. If the camera is ONVIF compatible, and most Hikvision are, it should work with Zoneminder and its mobile Open Source app zmninja. As for the cloud, if you have a public (not necessarily static) IP and your carrier doesn't filter incoming connections, you can use a dynamic DNS such as DuckDNS.
