OpenHub (formerly Ohloh) tries, or tried, to do this. Seems like it’s not getting a lot of love lately but perhaps you can learn from it. https://openhub.net/ One useful feature is the ability to coalesce different identities. I just started using Tor for extra saftey, privacy benefits and discovered what a Proxy IP was upon visiting openhub.net on safest Tor settings.
