To get PPP loans, you typically have to pay payroll first, and then you can *maybe* get a PPP loan for a percentage of payroll paid for W-2 employees based in the US. It's not just like free money that the government gives to startups. I've first found out about R&D Tax Credits on this very Subreddit approx a month ago. After looking into the pros and cons, we decided to move forward on this opportunity. (It's a no-brainer for tech startups, most would agree). We're now focused on finding a reputable R&D tax credit firm to work with. Third - the 1099. If you have a consulting contract, then you don't have to pay taxes for the individual. The consulting contract will clearly state that they are responsible for all taxes, including self-employment taxes. I still use a payroll service (gusto.com in my case, but whatever floats your boat) to pay contractors, that way someone else is taking care of the 1099s and such, which can be a pain in the ass.
