It comes in either a bootable ISO or an EFI file. I'd recommend putting Ventoy on a flash drive and loading either the EFI file (listed as "Binary Files" on the page) or "Linux ISO w/ Grub" versions from that. This will wipe the flash drive, but you can just drag and drop ISOs or whatever into a folder and boot them without something like Rufus or Etcher.
