If you want to run Bukkit plugins with Forge, there's a few options. Mhoist, Magma and Arclight all achieve the same goal of running Bukkit plugins with Forge. What you're asking is no simple task and fiverr is not a place where you typically find long term plugin devs. You can ask on spigotmc.org, join some big developer discord and look if they got a recruiting channel, ask right here on this sub, etc. Honestly how you thought fiverr would be the best place is beyond me.
