I bet it was lost in translation. Looks like a copypasta from https://lipsum.com/. The reference to not just PageMaker, but Aldus PageMaker is a clue to how long it's been around. I think that the OP should write the manual, interspersed with actual content but mostly filled with lorem ipsum that appears to be written text but would actually require it to be read rather than flipped through. It's what books/newspapers used as props have when it's not a means of communicating anything to the audience. Wasting time doing the useless manual will take away time from productive activities.
