Getting a user's location from their IP should be possible with something like this https://ipgeolocation.io/ (free for up to 1000 requests per day which my puny website will never get). Latitude + longitude data from this service could be used to place the location dot accurately on the globe, although I'd have to look more into the math aspect of that before. Unless you are paying for a static IP or a business account with your ISP, your public IP of your house will on occasion change. It typically shouldn't happen often though unless you routinely have power outages or reboot your router or ISP's mode frequently. Reply to them with an IP grabber link, get the IP. Goto each of your family's members houses and see if the IP matches with there's. Use ipchicken.com to get the current public IP the phone is using at each family members house. If they are using cellular data this of course will not work, but most people use there Wi-Fi when they are home automatedly. Source: 10 months ago
