There are sites like insurify.com or nerdwallet.com - no experience using them though. For a discount, I suggest checking on things based on membership where there is a bit of a group discount, like your Credit Union, military service (USAA), Costco, Employer, etc. Consumer Reports rates Car Insurance companies, USAA was best but that doesn't mean cheapest as OP experienced. Have you considered reimbursing your employees per month for their health insurance? For example, they could buy health insurance in their country and you could reimburse them.
