  Icon Archive is pretty good, and although the ugly flat icon trend is taking over, Find Icons is also alright. Others include Icon Easy, IconSeeker, and IconsPedia. A lot of the best stuff used to be on DeviantArt and still is, but since they redesigned the interface, they rendered the whole page unusable because hipsters thesedays love websites that are unusable.   I had to do this for a job a few years ago. I created a sandbox version of the site on pantheon.io and removed all editing permissions. On additional discovery that they only needed the static content, I created a static site using SiteSucker (mac app store). They were able to put this folder on their local machine to access anytime.
