You can use KVirc, HexChat or like me Xchat-SE. The latter two are both freeware forks of Xchat, which used to be my long-term favorite client, albeit shareware. Nowadays, HexChat is probably the most popular choice but I prefer Xchat-SE because it almost identical to the original application yet it's regularly updated and boasts pretty much the same rich set of features. - Source: Reddit / about 2 months ago
I've historically used KVIrc a lot. HexChat is also a popular one. Both will require the user to enter the server details (though you could create a patched version which doesn't) and probably also require installation (I faintly remember using a third party portable Version of KVIrc, but I'm not sure anymore).
