It's a server management service, they use AWS (or your host of choice) under the hood. I personally use something similar called Runcloud which I haven't had any problems with. It's a halfway house between a managed platform and your own VPS. Means you don't have to worry about security, vhosts, ssl certificates, restricting access etc... For PHP https://platform.sh has got a lot of traction, but it's notc cheap especially for small apps.
