Haskell.org now has a big purple Get Started button that takes you to a nice short guide (haskell.org/get-started) that quickly provides all the basic info to get going with Haskell. I just jumped into the wiki "Write Yourself a Scheme in 48 hours" which looks pretty good. (although some of the text explanation is hard to understand without context).. I used cabal to set up the starter project. Sublime editor seems to work OK and I just use the git Bash shell on windows to compile the program directly on the command line. Flask is simple and lightweight and as you said it give you flexibility. But if you want to have something that give you more flexibility and control over everything else besides the routing and server loop I would suggest bottle. It is a microframework, it is faster than flask and it is even more lightweight compared the other two I mentioned. But bare in mind that using bottle you have to proper select other...
