    I can't help you with costs but I read that MP4s are much smaller than GIFs so you could consider converting any format to MP4 before it's hosted. There's a Linux version of FFMPEG that could be hosted online that could do the conversion. Most of them are not particulary designed around making meme clips. You could try microsoft clipchamp for windows (11?) for probably the most basic and easy editor around or Maybe kdenlive.org/ Haven't tried it yet. But it is free and people say it...
