So if you want to download something from lets say, YouTube, the speed will be slightly different because now you're connecting to Google's server, not your ISP's server. On windows I have installed a program called NetBalancer. The paid version allows you to limit bandwidth usage of any application. With the free version all you can do is monitor, but I found it very useful.
