  The online tool: ezgif.com is pretty good for short gifs and maybe even videos in some cases. When it comes to free video editing software it gets a bit tricky imo. Most of them are not particulary designed around making meme clips. You could try microsoft clipchamp for windows (11?) for probably the most basic and easy editor around or Maybe kdenlive.org/ Haven't tried it yet. But it is free and people say it...   No, it's taking a screenshot of the browser's content, then adding padding to the surrounding image, and letting you pick a colour for it. Screenshot Software like Cleanshot X and Xnapper have this feature built in, either as a default or as a customisable setting.They're basically making it unnecessary to use a third-party screenshot tool to achieve the same effect.
