I use Mypaint since many years, for graphic palets worskhops with children , and I have just positive feelings about it. Many tools, rather easy to use, and great compatibility with my Wacom. Recommanded.

Epicpen is even closer to what I'm looking for, but the only problem with it is that there is an annoying toolbar that pops out when you use it. The “hide toolbar” hotkey it has also hides the drawing, and even minimized the toolbar is not small enough to put off the screen. Source: over 1 year ago

Essentially, I've found the more time you have to spend spend learning the apps and/or using its tools, the less time you have to actually enjoy the art of creating. Try apps that cut down the friction between you and your art; Krita, MyPaint, etc. Would be my first suggestions since they're free, then maybe ArtRage, or Sketchbook Pro if money is not a concern.
