Epicpen is even closer to what I'm looking for, but the only problem with it is that there is an annoying toolbar that pops out when you use it. The “hide toolbar” hotkey it has also hides the drawing, and even minimized the toolbar is not small enough to put off the screen. Source: over 1 year ago
You want to be able to still interact with window while annotating? From what I see ZoomIt more or less takes a screenshot, immediately displays it and allows you to draw there. Check here or here for alternatives. Epic Pen seems to do what you wish, but when you scroll something then of course drawing will stay static. Source: almost 2 years ago

However there are some programs that may be what you're looking for. They're usually called "desktop annotation tools" or something similar.
