    The university of Houston, Chicago public library, Encyclopedia Britannica, and encyclopedia.com all say the maximum amount of people in gulags was during stalin's reign and was 2.5 million people. Wikipedia has a number on the total amount of people passed through the gulags, but I think that number should not be used, as it sums up EVERY SINGLE imprisonment ever, even if they were released.
