The university of Houston, Chicago public library, Encyclopedia Britannica, and encyclopedia.com all say the maximum amount of people in gulags was during stalin's reign and was 2.5 million people. Wikipedia has a number on the total amount of people passed through the gulags, but I think that number should not be used, as it sums up EVERY SINGLE imprisonment ever, even if they were released. Miraheze seems to be offering a platform to create private wikis and it runs the same software as Wikipedia. You do need to fill out a form and request a wiki but after that you and people you specify should be able to see and edit that wiki (with the exception of the main page which can be seen by everyone).
