ELinks is a text browser (unmaintained since 2012) and according to your description the setting appears to be working just as described in the fine manual, i. e. I also recommend an adblocker like Adblock plus or a privacy browser like Brave to limit the amount they can learn about you when not in Private Mode. Add more gray man to your everyday web use.
