  My note of bias: I work as a product manager at DevCycle which is a Feature Management tool. We've set ourselves up to have a separation of Permissions / Ops / Release / Experiment flags so you can easily know which should live forever and organize them as such. Also pretty much free.   My company instituted Bonusly and honestly its been great to have a system similar to what you are talking about. A way to give people 5-10 credits of recognition publicly so that it can add up to a $10 gift card after 10-20 "gifts" so far has been a great way to encourage each other to be helpful.
