I use Cozy Drive. It's open source. You can pick a folder in your pc, and it syncs it to the cloud. You can still open in offline. They have 5gb free version, which I use, because I need it only for documents and photos. Android app is good too, and you can automatically sync your photos. Source: over 2 years ago
However, it really depends on one needs and usage. For example, tags might be a more flexible way to organize the passwords than folders, I agree with that. Searching in Bitwarden is reasonably good, which makes folders or tags a lot less relevant. I would use syncthing, which is open source at https://syncthing.net/. After minimal setup, it just works(tm). You have a normal directory in your filesystem, that is synced to the other peers (which you set up in the "minimal setup"). I have been using it for years, and it works well.
