Most EVs can already be controlled to set charging preferences to match lower cost, off-peak charging overnight. However, this isn't the full solution as it can create secondary demand peaks.     I imagine some of your cost is the need to have an outdoor capable plug. At this point I'd be very tempted to get a charger and get it hardwired (why add a plug that is just another point to fail in the elements). Generally the cables are longer, you can get more data about your charging.
