Probably a lot of different ways, maybe using blend if, but you might just have to download a brush like that from a place like brusheezy.com, and create a clipping mask on it. Source: about 1 year ago
Which effect? The cracked effect? If so, it would depend on if you already have an existing cracked shape (ideally a solid single color). But I would assume you probably don't, in which case, I would recommend using a layer mask and some free brushes. You could try to find the brush you want on brusheezy.com, but some others might have other good recommendations. Source: over 1 year ago
Gotta attribute brusheezy.com for the free speech bubbles...aaaannnd done. I was thinking about making more room for diorama by splitting them up 50/50 on the shelves. There are more but these are the main ones. There are some brushes on brusheezy.com and they are kinda decent. Also found some nice fog brushes here: https://www.photoshopsupply.com/brushes/fog-photoshop-brushes. Source: almost 3 years ago

Looks like it is—they started out with the same color scheme just without the splashes [0], then changed the colors when someone recognized it. From the thread it sounds like an honest mistake. They seem to have assumed that everything on icons8 [1] was up for grabs, when in fact a lot of trademarks are on there.
