Others have said Bootstrap already, let me just chime in and point you towards bootswatch (https://bootswatch.com/) , they have great, free themes with great examples, I basically learned bootstrap in large parts by copying example code from their site and tweaking it to my needs / dissecting and trying to understand it. Are you cool with JS frameworks? If so, you can use a higher level of abstraction that takes care of the CSS for you. If you just want to mock something up, you can use a pre-built UI system / component framework and just put together UIs declaratively, without having to worry about the underlying CSS or HTML at all. A lot of proof-of-concept and MVP projects start out with a number of libraries meant to be temporary. Maybe the app was using Chakra UI for its modal and custom buttons, while the rest of the imported library is just dead weight.
