But anycase, if you don't want to use a no-code web-based builder, then you can try something like Bootstrap Studio to build with Bootstrap CSS. You could also load the shapefile into a database like PostgreSQL and connect to the database via an API like Geoserver FastVector, or pg_tileserv.
