Long answer: this topic has been covered here many times, that Notion is just not a very advanced relational database. You can’t relate items from different databases unless you manually select a “relation” to another database (which requires the user to have permissions for that related database). There is not permissions trimming like there is in something like SharePoint, for example. I know they partnered... Source: about 2 years ago
