Actually, they wouldn't need to pay artists at all to make new PFPs. All the PFPs thus far were generated on Artbreeder. Also, before the premium-exclusive "Survival Mode" was removed, there were a couple of unique PFPs to get from it, one being (presumably) an orc. Still, I agree. Zbrush is the gold standard and it's not cheap. It has recently switched to subscription only. Zbrush also offers a stripped down free version for beginners and dabblers called Zbrush Core Mini.
