Try the public AdGuard DNS servers https://adguard-dns.io/en/public-dns.html, you want the ones under plain DNS. If they show up with small delays then report the 94.140.14.59 as being misconfigured, My current understanding is the public server number is supposed to route you to the closest/fastest...
