It's hard to enforce developers to update documentation. Ideally, you should have somebody responsible to do it. As for the documentation stack, archbee.io for both internal and external. Lately I've been messing around with one called mmm.page, it's pretty fun and focuses on capturing your own aesthetic. The paid plan to connect your domain costs 10 USD a month.
