It's hard to enforce developers to update documentation. Ideally, you should have somebody responsible to do it. As for the documentation stack, archbee.io for both internal and external. I'm working on Community Questions, which is Q&A plugin for Confluence Cloud. Think of it as Stack Overflow for Teams, but for companies that are using Atlassian suite.
