Unity can build a stand-alone application or be used as a library. Javascript is deprecated, and Boo along with it although it was never really supported to begin with. Various types of machine learning are supported through the ML-Agent Toolkit and pretty well documented. "ML-agents" is a interface between unity as a physics simulation environment and a predefined pytorch project for AI training. Transform values (position, rotation etc) and image buffers are exchanged as training input.
