The ?XXXXX part of the URL identifies the type of interface page it is. Just copy that and then your formula is just "https://airtable.com.../...?XXXXXX=" & RECORD_ID() I'm not sure it works in every type of interface page (where you've started from a blank page for example). It's not that surprising. Lots of government data is freely available online. Here's a list to start with. Here's the US government's open data resources.
