I'd look into Action Network (https://actionnetwork.org/) to do your actual mailing list stuff. It's much much cheaper than Marketing Cloud and can sync data to and from your Salesforce instance. With the newer, online work management tools that have project management features (ClickUp, Monday.com, etc.), several have free versions and you have the ability to create a custom field that you can use for the assignee, ignoring the built-in field that requires a licensed user or guest.
