If we (the library) want to provide access to something like the nytimes.com or economist.com websites, what we can do is essentially bulk purchase, at some discount, subscriptions that can be claimed by our users. While this may work for a university campus, it doesn't scale well for a public library for both budgetary and logistical reasons.
