I find it unusual that you have a home connection over 4G with a public IP that is normally routeble. Usually over mobile you get a private IP. If you open ports on your IP public can you confirm that they are infact open? You can use something like https://portchecker.co/ to check that. Is your ISP hosting in a different network or is this theire oqn mobile network?
