FoundryVTT - Even if you run an all paper game, I would recommend using it for campaign planning. It has everything you could want. I love the way it handles notes. It's super easy to use. Switched to it from Roll20 and never looked back.Dungeondraft - One of the best map making tools I've found. Pretty easy to use (does take some learning though). I had been using Inkarnate, but Inkarnate is terrible for battle maps due to how tedious making Walls is. There is a plug in for Dungeondraft that lets you fully upload into Foundry, and it will recognize your walls and what not. Super dope for setting up lighting.
