ImageMagick

GNOME Drawing and or KolourPaint may be what you're after. Both are in the same vein as MSPaint if you've ever used that. ImageMagick is also nice, it's a set of command line applications, but once you get the syntax down for what you're trying to do it's really easy to apply it to a bunch of files at once with scripting.
