Sanity check on some speedtest results

Speedtest.net
  1. Test your Internet connection bandwidth to locations around the world with this interactive broadband speed test from Ookla
When I connect directly to speedtest.net and run it with the default Teksavvy server, or switch to Rogers (Kanata) or Bell (Nepean), I am consistently getting 150-300+ ms downstream pings. Upstream is consistently ~13ms. I've been getting this for days (peaking over 1000ms), and it has corresponded with some pretty unusable Internet in my home (which may now be resolved, after the latest Rogers tech visit - this is what I'm trying to figure out here, preferably before a busy work day begins).
