Loc.gov is an online library where you can find books, articles, newspapers, images, maps, manuscripts, and recordings on different subjects from history and science, to arts and social sciences.
Have you looked at archive.org or loc.gov? It's not jazz, but I've used library of congress (loc) early recordings of the desouza orchestra for large video projects, since it is in the public domain.
