My first program I've used for the past 6 years+ is MediaCoder (https://mediacoderhq.com/). I purchased a MediaCoder Pass. This app can be used as a simplified ffmpeg interface allowing full task offload to an eligible Nvidia graphics card. In simple terms it keeps the decoding & Re-encoding all on your graphic card without taxing your CPU. I've found that setting the bitrate to H.265 @ 50% via percentage yields files with zero loss in quality and half of the video input size.
