Move your mouse over the green zoom button in any window, and Moom's mouse control overlay will appear (as seen in the above animation).
Moom, by Many Tricks has this functionality, although I have not used it. I do use Moom for other window management tasks and recommend it without reservation. There is a free trial.

Keep windows in their place
I used to recommend Stay by Cordless Dog for this use case. But while I still use it and it still works, it appears that it is no longer being developed.
