I'm so exhausted of being sent to speedtest.net and being told everything is fine. As I said, in the past when I had this problem, I eventually had convinced Shaw after like 15 tech visits, and 1 guy, a plant infrastructure guy found the problem and called me personally, he said he was going to fix a few more things and the graphs I would make cleared up by like 95%. It was like taking layers of problems off of my graphs that I would create during my uploads.
