If speed is your only metric, your best bet might be small'ish startups and traditional, smaller engineering companies (check Technologiezentren in Adlershof or Borsigturm) since they don't have many processes but might yet be well-enough funded. Also meetup.com might be worth a look.

Late answer... Generally it's best to have profiles setup on LinkedIn, Xing (perhaps also honeypot.io ... stepstone.com might also be interesting but it's more corporate). Job ads are a lot on indeed.com (everything from small'ish to large corp) and berlinstartupjobs.com (tiny startups to large scaleups).
