Fallout 3 has less modding support than New Vegas. If you mod the game right, follow this guide from intro to tweaks, New Vegas can go from 20-30 fps with poor stability and a lot of crashes, to 60 fps and stable on a low end pc/laptop. As for the Elder Scrolls series, Morrowind will work, however, it is very outdated. Use OpenMW to play and install stability and bugfix mods, this tutorial should help. The gap between New Vegas to Skyrim is way bigger than from Fallout 3 to New Vegas. If you really want to play it, follow this guide, and you'll have to mess around in the ini files to make the game playable.
